For the past few years, the Deutsches Institut für Bautechnik (German Institute for Construction Technology) has been responsible for setting down the provisions of the national technical approvals ("abZ") for anchorage points and fall arrest systems designed to be permanently installed on a building structure - whatever the method used to install the system. The DIBt requires an examination to be carried out of all the respective anchorage devices to confirm the robustness of the connection with the installation surface.
A ruling of the European Court of Justice (ECJ) of October 21, 2010 (Case C-185-08) provides the legal basis for these DIBt requirements. This ruling defines which anchorage points are classified as personal protection equipment in line with PPE Directive 89/686/EEC and which are classified as construction products according to Directive 89/106/EEC. The so-called "Ü sign" on a product certifies that this product has received national technical approval and also indicates that it must be examined once a year to ensure that it complies with the requirements contained in the DIBt approval for this product.
