DIN EN 17235

EN 17235:2025 lays down the technical requirements for introducing anchorage devices and roof safety hooks that are permanently installed on a structure to secure individuals using personal fall protection equipment (PPE) into the European Single Market. It sets out the requirements with respect to performance as well as the test methods and labelling used.

EN 17235 classifies products into four different Kits: 

Kit A – Single anchorage device:
Permanently installed anchorage point designed to secure a maximum of 1–2 individuals.

Kit B – Roof safety hook:
Anchorage device with an integrated hook, suitable for 1–2 individuals as well as for temporarily hooking up a ladder.

Kit C – Horizontal cable system:
Horizontal safety system with a maximum inclination of 15°. For up to 4 individuals.

Kit D – Horizontal rail system:
Rigid, horizontal system with a maximum inclination of 15°. For up to 4 individuals. 

A Kit - as defined in the standard - always comprises three components:

  • Anchorage device
  • A means of attachment
  • Subsurface

If testing is to be carried out in accordance with the standard it needs to be done using the following minimum levels of dynamically applied force, depending on the number of users involved:

  • 1 individual: 9kN
  • 2 individuals: 10.5kN
  • 3 individuals: 12kN
  • 4 individuals: 13.5kN

Manufacturers who have been awarded a Declaration of Performance and Conformity (DoPC) in accordance with EN 17235 by an accredited testing body may affix a CE mark to their products, which indicates that they may be marketed within the EU.

However, when installing permanent anchorage devices and roof safety hooks in accordance with EN 17235, further national requirements apply to the installation process. These must also be observed accordingly.

Products bearing the CE mark in accordance with EN 17235 may be freely traded in Germany. However, proof of usability also needs to be provided before the products can be assembled and installed.

This proof of usability may, for example, be provided in a general type approval document.

Exclusion from the standard

Some products are intentionally not governed by EN 17235. These products are covered by other standards, such as EN 795 for temporary anchorage devices.
Products for which no harmonised standard exists continue to require certification according to the European Technical Assessment (ETA) process or need to bear the national German ‘Ü’ symbol which is granted when national technical approval (abZ) is awarded.

The standard excludes the following areas:

  • Temporary anchorage devices
  • Catwalks, treads and single steps
  • Permanently installed roof ladders
  • Devices installed using nails
  • Devices which are fused onto the waterproofing layer on the roof
  • Subsurfaces made of steel sheets (< 0.5 mm)
